Growing rate of Wireless Local Loop (WLL) subscribers in Pakistan is snatching market share from fixed line market. Recent stats from Pakistan Telecommunication Authority show that fixed-line teledensity has seen a fall while WLL subscribers have marginally grown when compared to previous months. This addition in WLL subscribers is shared by all five major WLL companies operating in the country.
The WLL subscribers of Pakistan Telecommunication Company Limited (PTCL) have increased from 1,126,585 in July 2008 to 1,139,399 in August 2008, followed by Telecracd from 523,773 to 534,809, WorldCall from 500,159 to 509,606, Great Bear from 47,214 to 43,847 and Buraq from 388 to 400.

As prices for telecom services’ have reached their bottom limits, cellular companies and PTCL keep on offering even better packages for limited time. These special offers keep on appearing every other week from telcos, with a tagline “Limited Time Offer”. We see plenty of print and electronic advertisements for these special offers, and they get popular very quickly and easily.
In my opinion (others may not agree) this “Limited Time Offer” tagline is excessively used to practice “Try and Implement” model. I can count several ongoing Limited Time Offers, which were introduced months ago - and they are still available, because they performed good.
It’s really fine, until these offers last, but what happens when they are taken back? For withdrawing these offers, there can be two models
- Announce ending date of package at time of its announcement or

- Publish advertisements well before (a week before) the ending date of Package
Unfortunately, we rarely see any announcement/advertisements, when (for some reasons) Limited Time offers are taken back. For instance, late night free local call offer by PTCL is going to end tonight (September 30, 2008) at 12:00 AM. But PTCL made no public announcement for this. Yea, there was a news item reported yesterday in newspapers, which said that PTCL is withdrawing this package. But that’s not the way; because, do they publish only news when package launches?
At same time, I am impressed with Ufone’s Ramadan offer, as it was very clearly told that this package is only for the month of Ramadan; plus they published advertisement saying thanks to their customers and informing (reminding) them that offer is over. We hope and want other companies to practice this too.
But I am worried for PTCL users who will come to know only after they will receive next bills - that free night calls were over long ago.

PTCL has announced a new weekend offer that will enable landline customers to call local PTCL and Vfone numbers, nation wide calls and mobile calls at half rate on Sundays.
This promotion will be effective from Sunday October 5, 2008.
On other hands, PTCL is taking back free calls (at night) offer. PTCL’s limited time free local call promotion allowing free local call between 11pm to 6am shall end at midnight Sep 30, 2008. This service was launched on July 01, 2008.
It merits mentioning here that PTCL’s recent packages include Pakistan Plus offering 2500 nationwide minutes for Rs 199 only, per month. International Plus offers international calls as low as 80 paisas per minute and local call offering of call charges @ 67 paisas per minutes.

As anticipated, PTCL has launched a new package for its (WLL) Vfone customers. As the name say, “Vfone Unlimited”, offers you unlimited calls to Vfone to Vfone and Vfone to PTCL Landline numbers at a flat rate of Rs. 600 per month (inclusive of all taxes)
Apparently, a very fruitful offer, but I doubt that home users would like to pay this much rental for their Vfone connection. This package also gives a hint that PTCL now wants to capture business customers for its Vfone unit.
Thankfully, this package is not activated by default on all Vfone numbers, like PTCL did with Pakistan Package. Hence, it’s an opt-in option, and you will have to subscribe to Vfone Unlimited package to enjoy free day and night calling.
Furthermore, I hope Vfone Unlimited was introduces with consent of other WLL companies. Because, free on-net calling is not an issue, but free day and night calls to PTCL landline numbers may arise some questions in PTCL’s competitors.
Call Rates for Vfone Unlimited
Line Rent: Rs.20 per day (including taxes)
Vfone to Vfone (Local/NWD): Free
Vfone to PTCL (Local/NWD): Free
Vfone to Other Landline (Local): Rs.1 per minute
Vfone to Other Landline (NWD): Rs.2 per minute
Vfone to Mobile (Local/NWD): Rs.2 per minute
SMS: Free
Internet: Rs.1 per 10 minutes
How to Activate Vfone Unlimited:
To change you package, to Vfone Unlimited, you need to dial 1015 or call free helpline 1236.
Daily Charges
Daily subscription charges of Rs.20 apply. The line rent is includes all taxes.

PTA has been, somewhat, consistently publishing quarterly and annual industry reports for few years now. These industry reports are packed with industry indicators, industry direction, updates and other major elements of Telecom sector of Pakistan.
Pakistan Telecommunication Authority has failed to publish its quarterly reports lately. Its last report was for Q1 2008, and in past too we have seen PTA missing its quarterly and even annual reports.
When contacted PTA officials, in this regard, in a response to a question that what is actually hindering the authority to publish its quarterly industry report? He said that “PTA publishes 3 quarterly reports while 4th and last one is merged with the annual report. Annual report for the current year will be published shortly.” It merits mentioning here that we have already spent Q3 2008, but there came neither the quarterly report for Q2 nor the annual report.
A PTA source, who requested anonymity, has told us that PTCL was actually the main hindrance for the publication of quarterly report for Q2 2008. He maintained that PTCL had not been giving its data to authority, despite repetitive notices.
However, we have learned that PTCL has now forwarded its statistics for Q2 2008 to PTA and authority has been compelling its report, which is likely to appear soon after Eid.
PTA’s previous annual reports and quarterly reports are available on its website.
