PTA Issues Show Cause Notice to Telecard for Reporting Incorrect Traffic Details

Pakistan Telecommunication Authority has issued a show cause notice to Telecard for not complying with the rules by providing incorrect information to authority.telecard PTA Issues Show Cause Notice to Telecard for Reporting Incorrect Traffic Details

Show cause notice said that Telecard did not provide any international incoming traffic details to PTA from October 2007 September 2008; while according to APC rules it is explicitly told that all telecom companies must provide Call Detail Record (DCRs) to PTA on monthly basis.

As per show cause notice, on repeated reminders from PTA, Telecard, at last, provided international incoming call record details for whole year on October 21, 2008 – out of which PTA analyzed incoming traffic of only July and August 2008. When compared between Vigilance Directorate, It was found that a total of 15,265,595 minutes were reported less to the Commercial Affair Division - PTA, in order to hide international minutes.

Notice further said that when this international incoming traffic of Telecard was compared with it’s interconnect partners, it was found that company reported 3,804,927 lesser minutes to PTA. Furthermore, Authority also figured out that Telecard was found involved in altering international incoming traffic as domestic traffic. Continue Reading This Story

PTA Gets Stay From Court for Rs. 9.86 Billion Tax Amount

Pakistan Telecommunication Authority has been advantaged to hold tax amount of Rs. 9,867,865,916, which is payable to FBR, until court concludes anything over the issue.

It may be recalled that Federal Board of Revenue had repeatedly asked Pakistan Telecommunication Authority to pay its due taxes, valuing Rs. 9.86 billion.

In response to FBR’s tax collection call, PTA took the matter in both High Court and Appellate Tribunals, and believed that PTA is not liable to pay any tax as it is authority itself.

While FBR’s official, who is managing the case from FBR’s side, told us that PTA is not paying its taxes for last 10 years, and this tax amount has reached almost Rs. 10 billion mark. It merits mentioning that PTA had paid Rs. 1 billion as an installment, but afterwords telecom authority is using delaying tactics to avoid paying taxes.

“Telecom authority is claiming exception which is not due at all; exemption from tax is not available to government authorities as it was withdrawn by virtue of overriding provision of section 54 of Income Tax Ordinance 2001”, added FBR’s official.

PTA’s spokesman was not available for the comment.

Law to Increase Penalty for Handling Stolen Mobile Phones

Pakistan’s Telecommunication Authority has asked the government to pass a new law and permit imprisonment for up to 49 years for handling stolen mobile phones. The regulator has been trying to scale down, or even eleminate incidents of stolen mobile phone activities throughout the country.

“On approval of the suggested amendments the accused could be sentenced 49 years imprisonment, or with fine which may extend to ten million rupees [US$125,000] or with both,” Chairman PTA Dr. Muhammad Yasin told a Sub-Committee of Senate Standing Committee on Interior. Continue Reading This Story

PTA Issues Latest Subscribers’ Stats

Pakistan Telecommunication Authority has issued latest stats for number of Mobile subscribers in the country. As per latest stats, mobile phone subscribers in country have reached 90.5 million mark with net addition of 321,273 subscribers in October 2008.

The race for adding new customers in month of October showed somewhat different results when compared to previous months. Warid Telecom remained at top by gaining total of 254,120 customers, Zong attained 205,134 customers, Ufone captured 176,736 customers, Telenor registered 161,804 new customers, while Mobilink showed consistence losing customers and dropped almost 476,521 customers in October 2008.1

Reshuffling in PTA

We had anticipated restructuring in Pakistan Telecommunication Authority, at least to some extent, after departure of Mr. Malik from chairmanship. Thing have started happening so.

In a recent development, Brig (R) Mazhar Qayyum Butt, who was a very powerful resource, in fact he was DG Co-ordination in PTA at the times of Maj. Gen (R) Shahzada Alam Malik, has resigned from his position.

Brig (R) Mazhar Qayyum Butt also happened to be the PTA secretary - In the era of Mr. Alam Malik, Mazhar Qayyum was completely looking after the authority, as he was also DG Admin.

It merits mentioning here that after removal of Mr. Malik, Brig (R) Mazhar Qayyum was transferred from most powerful seat of DG Coordination to DG Technical.

We may see resignations of three other retired colonels as well in coming days.

New Cyber Law - REAL FACTS

Cyber Crime law, that re-emerged few days back, in shape of presidential order (despite, there is a parliament available, I am unable to comprehend what urgency was there that President had to put forward this ordinance, anyway, its not part of our discussion), we need to fully understand this law. Because, it can be really very crucial for us, as the law have all the capabilities for trapping any one of us.

There are certain discussions going on over the technology forums, where Gurus are pointing out several aspects of cyber crime law, similarly, I wanted to put forward my opinion and observations as well.

The first thing after going through the draft of this ordinance, is that it is largely un-practicable – due to incompetence of our law enforcement agencies, and overall judicial structure. There are good chances, that lawyers never ever carried away any training or courses for getting familiar with internet and computer related criminal procedures.

Government of UAE can be taken as a good example, for instance, they never make anything a law until they can’t implement it. Because, making a law without any implementation or without availing the technology to get the rules implemented, just introducing a law makes no sense at all. Continue Reading This Story
